議題項目48:原子放射線の影響

議長、

   まずは、国際連合第69セッション第4委員会での、特にこの重要な議題項目、「原子放射線の影響」においての、あなたの効果的な議長職に心からの謝辞を述べたいと思います。

   原子放射線の影響に関する国連科学委員会(UNSCEAR)は、日本が1955年以来の設立メンバー国でもありますが、電離放射線への被ばくの影響について科学的評価と報告を提供するという極めて重要な役割を果たしています。委員会の仕事は、われわれが放射線リスクを評価し、皆が恩恵を受ける放射線防護と安全基準を確立する助けとなっています。

   特に東京電力株式会社(TEPCO)の福島第一原子力発電所での2011年の事故に照らして、原子力技術の安全性に長年コミットしてきている国として、われわれは、委員会の仕事を高く評価しています。この点では、2013年4月に出版された報告書「電離放射線の線源、影響およびリスク」とその附属書「2011年東日本大震災後の原子力事故による放射線被ばくのレベルと影響」を賞讃、そして感謝いたします。

   9月に、UNSCEAR委員長のカール=マグナス・ラーソン氏とそのチームが来日されました。福島で、訪問団は、最近出版された報告書についてのパグリック・ダイアログのイベントを開催されました。報告書は、他の点と共に、全体的には事故後の発がん率には変わりがないだろうと示しました。UNSCEARのこの報告書とパグリック・ダイアログは、科学的知識に基づいた知見を提供したために、歓迎されました。また、それらは、経験と学んだ教訓を国際コミュニティーと共有するにおいても役だっています。

議長、

   これらは、UNSCEARが原子力の安全性において果たしている極めて重要な役割の例のごく一部です。その重要な役割を認め、日本はこれまでも、そしてこれからもUNSCEARの活動を支援し続けます。これに関連して、今年の2月に、日本政府はUNSCEARに、全額$863,000の自主的な寄付を貢献したことを謹んでご報告いたします。

   結論として、私は、UNSCEARの重要な仕事に対する日本のコミットメントと支援が続くことを再確認したいと思います。

Statement by Japanese Delegation 
At the Meeting of the Fourth Committee
69th Session of the United Nations General Assembly 
On agenda item 48:
Effects of atomic radiation 

24 October 2014

Mr. Chairman,

At the outset, I would like to express our sincere appreciation for your Excellency’s effective chairmanship at the Committee during the 69th session of the United Nations General Assembly, in particular under this important agenda
item “Effects of atomic radiation.”

The United Nations Scientific Committee on the Effects of Atomic Radiation (UNSCEAR), to which Japan has been a founding member since 1955, plays a vital role in providing scientific assessments and reports on the effects of exposure to ionizing radiation. The work of the Committee helps us evaluate radiation risk and establish radiation protection and safety standards from which we all benefit.

As a country long committed itself to the safety of nuclear technology, particularly in light of the accident of 2011 at the Tokyo Electric Power Company (TEPCO)’s Fukushima Daiichi Nuclear Power Station, we highlyvalue the work of the Committee. In this regard, we commend and appreciate the publication in April of the 2013 Report “Sources, Effects and Risks of Ionizing Radiation” and its annex “Levels and effects of radiation exposure due to the nuclear accident after the 2011 great east-Japan earthquake and tsunami”. 

In September, we welcomed the visit of Mr. Carl-Magnus Larsson, Chair of UNSCEAR, and his team to Japan. In Fukushima, the visiting delegation held public dialogue events on their recent published report. The report indicated, among other points, that overall, cancer rates would remain stable following the accident. This report by UNSCEAR and their public dialogues were well received as they provided the findings based on scientific knowledge. They have also been useful in sharing the experiences and the lessons learnt with the international community.

Mr. Chairman,

These are just some of the examples of the vital role that UNSCEAR plays in the safety of nuclear energy. In recognition of their important role, Japan has and will continue to support the activities of UNSCEAR. In this context, we are pleased to inform you that in February of this year, the Government of Japan made a voluntary contribution totaling 863,000 USD to UNSCEAR.

By way of conclusion, I would like to reaffirm Japan’s continued commitment and support to the important work of UNSCEAR.
